Mr. Himbry: I'm inclined to say it was more a thing for Stu to do. But I'm just going with Billy, because otherwise he doesn't have many killings on his list and Stu was busy preparing his party.

Don't forget that Roman Bridger was about back then and it's more than likely that Billy's mother was there as well.

Roman and Billy's mom were not present in Woodsboro at the time or involved in any of the murders in the first movie.

I find it unlikely that he was not there, Roman explains it all at the end of 3 how he orchestrated the whole thing. he says something along the lines of "All he needed was a little guidance". All roads lead to Rome as they say

He's referring to the murder of Maureen. And, like he says, he only gave him guidance, which means he was not directly involved in her murder. He certainly was not involved in the murder spree a year later, he even says he had "no idea that they were gonna make a film of their own."

Why do people think Stu killed Casey and Steve? It was clearly a double-act - they had to carry Steve in his chair, and hoist Casey up the tree with the swing ropes. I imagine Billy does most the talking while Stu does the gutting so perhaps it figures that Stu slashed Steve's belly.

Did Williamson elaborate on why he said Stu killed Casey?

No, he never did, but I assume he feels it's more personal and dramatic if he killed her. I think most actually agree that Billy was there as well, but that doesn't mean he did any of the killing. Like you said, he seems to be the one who did most of the talking.
