Not 100% defeated...he's like the epitome of evil in their world and has followers that would do anything to bring him back. Like in LOTR, he's their Sauron.

BIT SPOILER FOR OTHER MOVIES (BUT NOT REALLY):

Though would be interesting as we have seen in Goblet of Fire, the wizarding world is very big and Harry Potter only covers England. There's probably more evil Voldemort-like wizards in different countries. From Fantastic Beasts, we know America's connected to the story. Much more to explore in this world!

I'm on deadly hollows and almost to fantastic beasts. I never cared for these movies, but I think I'm a fan now :)
