As the Administrator, Travis Bell, said in the opening post:

No, you can't add it yourself.
You must inform here which are the Certifications in your country.
In English. The translation for your language should be placed on the Locale translations website, after it is implemented in TMDb.

a priori les certifications française sont déja dans la liste, pourquoi elle sont pas encore dans TMDB ?

a priori the French certifications are already in the list, why is it not yet in TMDB?

I did not understand your question.
If the list of French Certifications is already available, just select the correct Certification.
For example this movie is without the French Certification
https://www.themoviedb.org/movie/436969-the-suicide-squad
Then go to the releases page and add the certification.
https://www.themoviedb.org/movie/436969-the-suicide-squad/edit?active_nav_item=release_information

enfaite la certification Francaise qui manque est

"Tous Publics"au lieu de "U", c'est la seul chose qui manque en réalité

in fact the French certification which is missing is

"All Public" instead of "U" is the only thing missing in reality

FILM FRANCAIS FRENCH MOVIE

TOUS PUBLICS = U (all publics) -10 = 10

  • 12 = 12
  • 16 = 16
  • 18 = 18

If I'm getting it right, there was a time in the past when the code for this certification was U.
And now it's been changed to Tous Publics.
Therefore it must be updated.
That is the problem ?

Finally a problem I do not know, but it tells me absolutely nothing "U" in France. So yes if have followed the criteria French official link: https://www.csa.fr/Proteger/Protection-de-la-jeunesse-et-des-mineurs/La-signaletique-jeunesse

and wikipedia link https://fr.wikipedia.org/wiki/Commission_de_classification_des_%C5%93uvres_cin%C3%A9matographiques

Since 2002, this device has required channels to display a pictogram on the screen indicating the age from which a program can be viewed: all audiences, -10, -12, -16 and -18.

his age criteria are for movies and tv.

I believe the origin of the U is here:
https://en.wikipedia.org/wiki/Censorship_in_France#Cinema

  • Tous publics (universal/U): suitable for all audiences

So yes if have followed the criteria French official link:

And it looks like the pictograms are only used in Television.
There are no official pictograms in other media.
Maybe it's better to adopt TP for tous public.
In the TMDb interface here we see a short text for this type of information,
as described here
https://en.wikipedia.org/wiki/Motion_picture_content_rating_system#France

  • TP (Tous publics) – Certificate authorizing the screening of the film to all members of the public.

Implementing new certifications for countries is not considered a priority by Administrator Travis Bell.
Also because you can add your country's certification directly in text, without needing a Dropdow list.

The To-Do item list is already quite extensive.
I can only find the certification ticket from 2 countries.
https://trello.com/b/bVlsp6wz/api?filter=certification&menu=filter
https://trello.com/b/k34aFUme/web?filter=certification&menu=filter

But I assume that if and when these new certifications are implemented, the big data source will be on this topic we're talking about.

Je valide TP (Tous Publics)

enfaite la signalitique du lien CSA est globalisé pour TV & Films il y a rien d'autre mis a part le wikipédia que j'ai cité qui en parle

I validate TP (All Public)

in fact, the signaling of the CSA link is globalized for TV & Films there is nothing else apart from the wikipedia that I mentioned which speaks about it

his age criteria are for movies and tv.

There are no official pictograms in other media.
