How are we arbitrarily deciding which Godzilla films are horror and which aren't?

Many other sites list this as horror, yet when I added that genre recently not only was it changed back, but the ability to edit genres on it was locked. Looking back through other Godzilla films, I see no reason that this one shouldn't count while so many of the other ones do. There's just no consistency.

Up to 3 genres—excluding "Animation," "Documentary," and "Family" can be added to a movie entry. Of the 3 currently added genres ("Drama," "Science Fiction," "Action") which one should be replaced with "Horror?"

Looking at some of the others, they seem to be going with either Horror/SciFi/Action or Horror/SciFi/Thriller. For this one in particular, I'd say the first combination seems more fitting. However, I have noticed that some are on the site with more than 3 genres, such as https://www.themoviedb.org/movie/36243
