The genres here are "comedy, fantasy, action." But this really needs to have "horror" as well. I mean the entire movie revolves around classic Universal monsters, and even if it's not "scary," it has much more in common with comedy-horror or family-horror than it does with either action or fantasy genres.

Most of the reviews on Rotten Tomatoes emphasize horror as a primary genre (or at least theme).
AVclub, LA Times, and Empire call it a comedy-horror or children's horror; NY Times (and IMDB) call it action/comedy/fantasy/horror.
