主角是在因为争斗而变成死岛的马蹄岛上出生的新人类布姆，他们发现了迫近地球的死之暗黑气体的存在，可是和他们朝夕相处的人类们却完全没有注意到。这部动画的原作是手冢治虫早期的代表作《应该到来的世界》，同样作为漫画家的坂口尚加入了很多原创要素并进行了构成和演出。

Nuclear testing has resulted in the abrupt evolution of the Fumoon, a tiny but highly intelligent humanoid race on a small island, who are detected by Dr. Yamadano. Except for a few witnesses including the detective Shinsaku Ban, and the young men Rock and Kenichi and Kenichi’s sister Pichi (Pinoko), no one believes him. The Fumoon are kidnapping animals from around the world to bring with them as they use their space ships to evacuate the earth, because they know Earth is shortly to be destroyed by an enveloping cloud of black gas created by a stellar explosion. The Fumoon intend to abandon mankind, but one Fumoon, Rokoko, who becomes good friends with Kenichi, tries to help Dr. Yamadano and the others to develop a space ship to allow a few humans to escape, with the help of Dr. Ochanomizu and Dr. Frankenstein.

Dans un monde futuriste, la Terre est devenue un monde extrêmement pollué, à cause notamment des armes nucléaires. Sur Batei, une île au milieu de l’océan, se sont installés les Fumoons, des "nouveaux humains" à l'apparence de petits être bleus engendrés par la pollution. Ils ont créés leur base dans les profondeurs de l’île, belle et florissante autrefois, mais dont la surface est aujourd’hui un désert pollué par des guerres entre plusieurs nations qui voulaient la posséder...

Geschaffen in einer Zeit, als der Kalte Krieg heißer wurde, ist Fumoon (basierend auf dem Manga Nextworld) eine Parodie von Osamu Tezuka auf die angespannte Beziehung zwischen den USA und Russland. Die Handlung der Geschichte konzentriert sich auf Atomtests, die eine Rasse von mutierten Tieren schafft, bekannt als Fumoon, mit ähnlich psychischen und physischen Kräften wie die der Menschen. Diese schmieden einen Plan, um hunderte von Tieren und eine kleine Gruppe von Menschen von der Erde zu evakuieren. Der Grund dafür ist eine große toxische Wolke, die sich der Erde nähert und droht, das ganze Leben auszulöschen. Inzwischen nähern sich die zwei streitenden Supermächte mehr und mehr einer Konfrontation …

Fumoon parla di un pianeta Terra devastato dall'inquinamento, al punto che piante e fiori sono scomparsi, e i pochi esemplari rimasti sono talmente preziosi da esser conservati in teche protettive. Il mondo continua a inquinare e invece d'investire in risorse per il bene dell'uomo, i paesi continuano ad accumulare armi di distruzione di massa. L'inquinamento e le radiazioni hanno creato una nuova razza mutante umana: i Fumoon. Questa nuova razza vive nascosta in un'isola ed è tecnologicamente molto evoluta. Ha appreso che la Terra sta per essere investita da un vortice nero mortale e vuole fuggire portando in salvo gli animali della Terra, ma non l'uomo, essendo ritenuto un essere malvagio e imperfetto. Pur tuttavia, una ragazza della razza Fumoon scoprirà che non tutti gli uomini sono cattivi, e vorrà aiutarli.

24時間チャリティー番組のために作られたスペシャルアニメの第3弾。今回は初期の代表作「来るべき世界」を原作にしています。新人類フウムーンが超能力で迫り来る死の暗黒ガス雲をいち早く察知し、地球を脱出しようとするとここからはじまります。ラスト、一粒の愛の涙が地球を救うシーンは感動的な名場面といえるでしょう。
