Mr. Hand Questions?

In the broadcast TV version there is a class registration scene where Brad and his friends warn Stacy about Mr. Hand. "Don't be late for Mr. Hand!" Stacy asks, "What's wrong with Mr. Hand?" Brad says, "Nothing, if you like Hawaii 5-0"
Do you think that Mr. Hand ripped up Spicoli's class schedule just because he was late, and could have done that to all students that were tardy? Or do you think that Mr. Hand just did that because he saw Spicoli as a doofus, who just wanted him out of his class?
Did any of you guys have a teacher like Mr. Hand?

Hand really disliked Spicoli. I had a teacher once in the 7th and 8th grade who hated me. He would stand behind me listening to me talk to a classmate and just shake his head with a sour look on his face. I wasn't a burnout like Spicoli, but the guy just didn't like me. There are teachers like that.
