故事所发生的地点是架空的国家，剧中的角色都没有名字，都是以头衔来称呼。故事开始时总理大臣支持率直直落、丧失人气，以致于人民暴动，使原本的官房长官负伤离职，总理不得不指派一位新任的官房长官，而他选中的对象竟然是他女儿的家教，剧中筒井道隆所饰演的官房长官在当时的日本是超级异例，因为他不但是个平民老百姓，年纪又只有二十多岁；官房长官出身民间又很年轻，在国内可说是首见，于是招来了全国人民的不信任，全剧的故事也就由此展开。
